Will China fill the vacuum left by America?
Not as long as Chinese officials remain shy of the world stage
Print edition, China, Jun 8th, 2017

Summary

1. The speed with which the new president marginalized the US is faster than expected and some people going further even say that the world will turn for leadership to China on matters such as climate change.

2. Even in a peace-keeping role, especially in Asia, China appeared to have advance upfront while James Mattis, Trump's defense secretary tried their best at reassuring its Asian friends. [Lexington - How the China-North Korea equation is changing]

3. Doubting about America's commitment because of them being taken up with NK's nuclear threat at the expense of the rest of the region, East Asian countries proposed of making their navies join China's to patrol the South China Sea.

4. Expanding by a participation of Pakistan and India, Shanghai Co-operation Organization (SCO) would reinforce its ambition for the "belt and road" initiative to tie China to Russia, Europe, and Africa which some worryingly see as its gilded attempt to build new Chinese order.

5. It is not because of its improved attraction but just a mere knee-jerk response stimulated by Mr. Trump's attitudes of isolating the US from the global matters, but China's sense of timing, even before the inauguration, presenting themselves as a champion of globalism and open markets is notable.

6. Although China appears to be filling a leadership vacuum, its actual extent of doing so is far less than it seems. For example, in carbon emission, its cutting back on emission is mainly motivated by its ambition of conquering world's renewable energy market, unlike Europe who just wants to save the planet.

7. Worries on China's economic leadership cannot be dispelled because of their double standard on open market policing and keeping domestic market closed. Also, anger is growing on their divide-and-rule policies using the belt-and-road plan as an enticement,

8. Despite the big size of SCO, there is a risk of the forum being just little more than talk shop about terrorism and trade and China has had territorial disputes with the neighbors such as Vietnam and Philippines.

No such thing as a small matter

9. While relishing being referred to as a new world leader, China is still reluctant to push harder on foreign matters because they know how harm any slip-up can do to domestic affairs.
