The economy under Modi
India's prime minister is not as much of a reformer as he seems
But he is more of a nationalist firebrand
Print edition; leaders; Jun 24th, 2017

Summary
1. Opinions are divided as to whether India's prime minister, Narendra Modi, is an economic reformer or religious rabble-rouser. However, he presided over the economic growth from 6.4% in 2013 to 7.9% in 2015 and pushed through reforms like an overhaul of bankruptcy law and a nationwide sales tax (GST).

2. GST is too complicated and bureaucratic, reducing the efficiency. The new bankruptcy law is in the right direction but it takes much more to revive the financial system filled with dud loans. Many of problems have been passed to the states. One of the reforms undertaken, the overnight cancellation of banknotes hamstrung legitimate business without doing much harm to illicit ones.

3. He doesn't have many new ideas of his own. His reputation depends on his strong efforts to help firms out of troubles such as buying land for a factory or expediting construction of a power station, but he is not good at systemically sorting out problems.

4. He needs to work on for functioning markets for electricity and land and capital and labor.

5. Political conditions are favorable (propitious)

6. Tailwinds are low oil price benefits as a big importer, young population, big potentials as the poorest of the biggest countries.

7. Although some advocates argue that he is waiting to get the majority in the parliament, he is squandering a golden opportunity.

8. He has paid special attention to militant Hindus by new rules on cow purchases, creating a havoc in beef-export business.

9. If the economy goes sluggish, he will likely stir up public tensions to maintain his popularity.

10. Sycophantically, he neglects debates over communal relations, nationalist thugs intimidating those who chide governments, which can go disastrously wrong.

11. Some paint him as the man who unleashed India's potential, but he can go down in history for fluffing the best shot at sustained and rapid development.
